Context

The Portability Services Network, a coalition of large 401(k) administrators including Vanguard, Fidelity and Alight working with Retirement Clearinghouse, has operated since late 2023. When a worker with a small balance leaves a participating employer, the money generally moves to a safe harbor IRA until matched with a new employer plan that also participates.

Vanguard's research indicates the system reduces cash-outs, but most transferred money remains in interim IRAs because few receiving employers have joined. Management fees may weigh on small balances held in these IRAs.
